A NEW PROJECT RESULT: GREEN PROCUREMENT MANUAL FOR INFORMATION AND COMMUNICATION TECHNOLOGIES OF THE LIFE GREEN TIC PROJECT

This manual is one of the LIFE Green TIC project expected results. It analyses the existing criteria and tools available for any organisation or person wanting to have information on the environmental performance of ICT devices and equipment when buying them or when establishing a procurement policy.

This ICT Green Procurement Manual has been drawn up taking into account not only environmental aspects –such as the reduction of toxic and dangerous compounds on the products or the recyclability of materials- but also other aspects such as energy efficiency, life cycle of the product, the ethic performance of manufacturers or the information given to consumers and users through the use instructions, health, security, etc.

The life cycle approach, that is, taking into account not only the “green” performance of the finished product for sale but also the manufacturing process and the end-of-life management has been key in the drawing up of this manual. A significant proportion of the environmental impacts take place in the initial and final steps of the life cycle of devices and equipment.

The manual analyses and uses as a reference the different environmental and ethic label programmes in the market for ICT equipment and devices (Energy Star, EU Ecolabel, TCO, Nordic Swam, The Blue Angel and others such as 80plus standard, EPEAT, The Eco-Declaration, etc.) all of whom establish a reference for a wide scope of “green” technical criteria.

We can find this “green” guidelines for 20 product categories of ICT equipment and devices, and among them computers, notebooks, tablets, smartphones but also UPS, displays, keyboards, printing image equipment, videoconference equipment, TVs and game consoles.
